Re: What needs to be completed for Guideline 1.3

I have updated the table to reflect the proposals that John has made to 
the list and to incorporate the new issues Loretta referred to in her 
post.  I did not include issue numbers 1878, 1880, 1881 because I do not 
believe that they are required to reach last call (they relate to 
techniques). 



I will work on a general  technique for 1.3.6.
