I have created a new technique for 1.3.4 titled, Using semantic markup to 
mark emphasized or special text [1].  It combines the following three 
proposed techniques into a single technique. 
1. [DRAFT] Using em and strong for emphasis. 
2. [DRAFT] Using blockquote for quotations. 
3.  [DRAFT] Using sub and sup for subscript and superscript.

Please review and provide any feedback as we plan on surveying this 
technique for the April 6 working group call.
