Re: GL 1.2, L1 SC1 and L2 SC 1: Captions

What should be eventually a deathline for propose a techniques for smil?
If we give guidelines for make accessible multimedia we should have something more than w3c note.
I can support Creation of this doc with other iwa/hwg members that are in this working group, but i think we need to decide this in teleconrence.

I tried to keep these examples focused just on this success criterion, that
is, the caption. Hence, no alt attribute here. You are correct that GL 1.1
would list it as a technology-specific technique for SMIL, if the guide doc
    included a SMIL section.

I will expand the examples to include captions in different languages.
Should this be an advisory technique?

We should have a SMIL techniques document, like the HTML and CSS technique
documents, but no one has signed up to produce one. I don't think we want to
add a SMIL techniques document to the list of things that must be completed
    before we go to recommendation.

It isn't surprising that the other guide docs don't include SMIL sections.
But I worry that this will make it confusing to include SMIL sections for
this guide doc. But I don't seem any other way to demonstrate techniques.
