Guide to GL 3.2 L3 SC2: new draft

I have made a number of changes to the draft:
- added some examples to intent;
- reworded the option for pop-up windows under "options deemed sufficient...";
- renamed "server-side scripting techniques" to "server-side techniques" 
because not all server-side techniques require scripts (e.g. configuration 
for content negotiation);
- added two items for "opening new windows" under Optional HTML Techniques;
- added a benefit (current nr. 3);
- added 2 related resources.
