At CSUN we had a discussion regarding the Review Teams. The key points of the discussion are: - Most evaluations of pages are done by individual evaluators. in large organizations pages are assigned to individuals - Historically, the 2005 statement was clarified to us by EO that the intent was about ensuring all the competencies were met rather than focusing on a number of people doing the evaluation - Sometimes individual evaluators are more accurate than a group. It depends on core competencies rather than number of people - There is a section immediately following this section on teams that recommends users with disabilities be included. This is a good section, and recommended. The Team Review section is about evaluators rather than user testing, which is a different issue. Here is a suggested rewrite: ============== Current text *Review Teams (Optional)* This methodology can be carried out by an individual evaluator with the skills described in the section *Required Expertise*<http://www.w3.org/WAI/ER/conformance/ED-methodology-20140129#expertise>. However, using the combined expertise of review teams provides broader coverage of the required skills and helps identify accessibility barriers more effectively. While not required for using this methodology, the use of review teams is recommended when performing an evaluation of a website. *Using Combined Expertise to Evaluate Web Accessibility*<http://www.w3.org/WAI/eval/reviewteams>provides further guidance beyond the scope of this document. ============== Suggested text *Core Competencies and Combined Expertise* This methodology requires a variety of core competencies described in the section *Required Expertise*<http://www.w3.org/WAI/ER/conformance/ED-methodology-20140129#expertise>. If all of the competencies cannot be met by an individual evaluator, then a team approach may be used. When a team is used, ensure that each page has evaluators with combined expertise that meet all the core competencies required for that page.
