Comment on second Note: This note seems contradictory, or perhaps needs rewording. Aren't "no matching content" and "no relevant content" the same? So, shouldn't they be treated the same when describing whether Success Criteria has been met, rather than as "Satisfied" (matching criteria) or "Not Applicable" (no relevant content)?
