CFC: Approve subjective applicability addition to ACT Rules Format 1.1 first public working draft

Section 4.6 Applicability of the editor's draft of ACT Rules Format version 1.1 has been updated to allow subjective applicability statements.

This call for review ends on Feb 22 at the start of the ACT Task Force meeting.
