Call for Consensus: Orientation of the page is not restricted using CSS transforms, ready for publication

After having addressed the issues during the last survey, I believe that
the "Orientation of the page is not restricted using CSS transforms" rule
is ready for review by the Accessibility Guidelines Working Group. You can
