During today's ACT TF call we discussed sharing the Text has minimum
contrast and Text has enhanced contrast rules with AGWG for the November
29th meeting. You can find these rules here:

There is still one pull request open (currently in Call for review) which
will be merged before on Monday. This will be merged before these rules are
