State in ACT Rules Homework

Hello Everyone,

In preparation for our meeting on Thursday, please be sure to read the comments, questions, and links found in Github Issue 1836 (https://github.com/act-rules/act-rules.github.io/issues/1836) about including state in the applicability and expectation of ACT rules. Having a firm foundation here will get us all on the same page for the discussion.
