Call for consensus: Element with aria-hidden has no content in sequential focus navigation

During the call of June 9th, the ACT Task Force agreed that the Element
with aria-hidden has no content in sequential focus navigation ACT Rule is
ready for review by the Accessibility Guidelines working group. You can
