Updated rules check list

Hey folks,
I updated the rules check list:

There are rules assigned for next week. I did not assign any to Todd
because he doesn't have the background on this, and to Susan because I
wasn't sure if she'd be available. There are 3 of them for the rest of us.
Please take a look, and see if we can get this work done by next week's
meeting.
