ACT homework for this week

Hey folks,

I've set up a spreadsheet where we can track our rule checking. For those
who missed it, over the next few months, we are going to go over all the
community group rules and check if they can be published as "proposed rule".

To do this, and do it well we're going to pair up. We've discussed and
decided that each week, everyone gets 4 rules to check. The goal is not to
find every little problem with it, these rules will be properly reviewed
before they get approved. But we do want to weed out any major issues with
the rule. Because we pair up, each rule is checked by two people. Expect to
spend 20 to 40 minutes on each rule (any more and you're probably overdoing
it). In this review you should check for the following:

1. The rule follow the ACT rules format
2. The rule has significant inconsistencies with WCAG
3. The rule is very difficult to understand
4. There are major editorial problems with the rule

When you're done, fill in your verdict next to your name. This can be
"checked" or "rejected".

If you notice quick editorial issues, please do take the opportunity to
open a pull request. Each rule has a "Propose a change to the rule" link in
it which lets you open a quick PR. If you reject a rule, open an issue (
https://github.com/act-rules/act-rules.github.io/issues/new) and explain
why. I don't expect many rejects, but undoubtedly there will be some.

Lastly, you should all soon receive an invite to edit the spreadsheet. If I
somehow got the wrong e-mail, please just send a request to edit. The
