Take action! ACT TF: Open surveys

Hi everyone!

We realized that to get the most out of the review of the composite rule,
"Audio" or "video" avoids automatically playing audio, that we should
survey the atomic rules that are a part of it at the same time. Tackle
surveys for the atomic rules prior to the composite rule. I've inserted the
links to the two additional surveys in the list below with the review order
indicated.

Note the due dates in the list below and complete the surveys prior to the
corresponding Thursday's meeting time.
Due 8 October - Scrollable element is keyboard accessible:

Due 15 October - Role attribute has valid value:
   https://www.w3.org/2002/09/wbs/93339/ACTRoleAttribute/
Due 22 October (atomic rule) - 'audio' or 'video' that plays
   automatically has a control mechanism:
   https://www.w3.org/2002/09/wbs/93339/ACTControlForAutoplay/
Due 22 October (atomic rule) - Audio or video that plays automatically
has no audio that lasts more than 3 seconds:
   https://www.w3.org/2002/09/wbs/93339/ACTAudioLessThan3Sec/
Due 22 October (composite rule) - 'Audio' or 'video' avoids
   automatically playing audio:
   https://www.w3.org/2002/09/wbs/93339/ACTAudioPlaysAuto/
Due 22 October - Autocomplete attribute has valid value:
   https://www.w3.org/2002/09/wbs/93339/ACTAutocomplete/
Due 22 October - Object element rendering non-text content has non-empty
   accessible name: https://www.w3.org/2002/09/wbs/93339/ACTObjectName2/
Due 22 October - Review the draft of the ACT TF decision-making process:
