CFC: Add the "liaison" role to review process

Hey folks,
The ACT Task Force is looking to introduce a liaison role into our review
process. A liaison is someone responsible for taking new rules and updates
to rules through the review process.

This CFC ends on Wednesday February 5th. If you have any concerns, please
raise them before that time.
