Hi everyone!

This is a 48 hour Call for Consensus (CfC) for updating the ACT Rules process to resolve: 

* Issue 458 - Implementations with mostly "cantTell" results (https://github.com/w3c/wcag-act/issues/458) 
* Issue 466 - Faster turnover in rule feedback (https://github.com/w3c/wcag-act/issues/466)


The proposed changes were surveyed and then discussed at our 30 July ACT TF meeting. Additional editorial changes were made per comments received and our discussion.

2. Pull request 472 - Improve throughput / transparency on rule design process: https://github.com/w3c/wcag-act/pull/471

This CfC is now open for objection, comment, as well as statements of support via email. Silence will be interpreted as support, though messages of support are certainly welcome.
