48 hour Call for Consensus (CfC): Update to the ACT Rules process

Hi everyone!

This is a 48 hour Call for Consensus (CfC) for updating the ACT Rules
process to resolve:
   Issue 458 - Implementations with mostly "cantTell" results (
   https://github.com/w3c/wcag-act/issues/458)
   Issue 466 - Faster turnover in rule feedback (
   https://github.com/w3c/wcag-act/issues/466)

The proposed changes were surveyed and then discussed at our 30 July ACT TF
meeting. Additional editorial changes were made per comments received and
our discussion.

This CfC is now open for objection, comment, as well as statements of
support via email. Silence will be interpreted as support, though messages
of support are certainly welcome.
