ACT TF Action needed by 20 Nov.: Survey on rule implementer guidance

Hi everyone,

We have a new survey to complete on the guidance given to implementers to
test their rule implementations and submit test results.  Please complete
the survey at: https://www.w3.org/2002/09/wbs/93339/ACTRULEIMPL/

The survey will remain open for 2 weeks, due 20 Nov. This survey is also
open to tool developers that may not be members of the ACT TF or ACT-R
community group.
