Action needed: Review latest pull request and full generated document

We are getting very close to completing the changes needed to publish the
ACT Rules Format document. But first we need a good review of the latest
changes in pull request #322 (Updates for CR).  We did review and discuss
this pull request during today's ACT TF meeting, but want to ensure
everyone had enough time to fully review before calling a CFC on
publication of the spec.

I've provided you with 3 links, so you can pick the easiest for you to
review.  We need your feedback as soon as possible, by EOB Friday, 18
January if at all possible, but at the very latest for next week's ACT TF
call on Thursday.  The earlier we hear from you, the better so we can try
to formulate solutions prior to Thursday's call.

file in the pull request or add to the conversation.  If there is a new
