CR delays for ACT Rules Format

Hey everyone,
I wanted to inform you that due to issues that have been raised during the
CFC, the ACT Rules Format will be delayed from going into CR. At TPAC next
week we will reevaluate our position and attempt to resolve the issue that
was raised. We'll hopefully be able to resolve this issue quickly. That
would mean we will reach CR probably about a month later than was outlined
in our charter.

The upside is that a lot of work is already happening that will help us
meet the exit criteria fairly quickly, so there is still a good chance we
will be able to make it to Recommendation by March 2019 as was the plan.
