A few editorial suggestions:

A few sentences before Example 10: “Even concepts like headings and images can be misunderstood. For example, describing that the rule examines the tag name, the accessibility role, or the element’s purpose on the web page.” (Incomplete sentence)

Example 11: both are numbered Atomic Rule1.

First paragraph under 11.1:
Unlike in applicability, a certain level of subjectivity is allowed in expectations. Meaning that the expectation has only one possible meaning, but that meaning MAY not fully quantifiable. (Combine these?)

Background:
Reaching Candidate Recommendation means the ACT Rules Format will be feature complete. Requirements in the ACT RF can not be changed anymore, without going back to working draft. Editorial changes will still be possible. Once in Candidate Recommendation, the ACT Task Force will need to work to meet all of the exit criteria.
