Regrets for today. I am planning a large event for next week.

Please review PR 210. I have the following open questions that need to be
answered. I have posted an updated draft to gh-pages, ACT Rules Format
Consistent Linking draft.

   Should we link to non-versioned TR or to the Overview pages?  For
   example, https://www.w3.org/TR/WCAG/ versus
   https://www.w3.org/WAI/intro/wcag.

   Should we link to specific SC or Quickref? For example,  WCAG 2.0
   Success Criterion 1.1.1 versus
   https://www.w3.org/WAI/WCAG20/quickref/#text-equiv-all.

   Not all biblio references have non-versioned tags. For example, [SVG]
   comes up obsolete and [CSS] fails. Is there someone on the bikeshed team
   who can help resolve?
