Responses in the WAI Interest Group already pointed you to the BenToWeb 
and BAD resources. I'm copying the Accessibility Conformance Testing 
(ACT) Task Force, which is building a framework for test rules, to help 
improve the accuracy and consistency across evaluation tools:
