Hi all,

Just as a sample, here is the requirements document for WCAG-EM:
  - http://www.w3.org/WAI/ER/methodology-reqs/

It is not detailed but interestingly it provides definitions for terms 
in addition to identifying key audiences. I think this may be a useful 
structure to build the requirements for ACT as well.
