SC for metadata WCAG 2.1

Hi everyone

The DPUB group, together with a few people in WCAG WG are working on a new
success criterion for accessible metadata. We've bashed out a text die it
yesterday. You can find it here: https://github.com/w3c/wcag21/issues/82

This work relates to ours, so if you have any thought let's have that
discussion. I can take it back to the group, or if you want to feel free to
participate in the WCAG WG calls.
