ACT Rules Format 1.0

Greetings ACT,

I tried my very best to find things to comment on in "ACT Rules Format 1.0"
but I failed. I understood most of it in one reading and the rest the
second time.

I wish to give my compliments to the team with this email and actually look
forward to writing some rules with this.
