Mobile Note Release for Public Comments

Hi everyone,

Hot on the heals of the last Survey, here is one for the updated Mobile
Note - now changed in include Jan's comments and with a good copy editing.

Again it needs to be completed by 23:59, Boston time on 2013-05-29.

We will not be discussing corrections to this draft on the call (as
usual) but this time be taking them via the questionnaire. In this way,
everyone regardless of if you can make the meeting or not, has the
opportunity for comment.
