Looking at the corresponding topic suggestion in the wiki, it seems to 
me that the "research challenge" may need to be further emphasized:

In particular, it is unclear if the topics refers to accreditation of 
websites, authoring and evaluation tools, web browsers and assistive 
technology, developers and evaluators, users, or all of the above?

It seems to me more useful to explore other areas of web accessibility 
rather than to get stuck in the particular area of evaluation.
