For discussion: In the current proposal, the title of the new section ("Conformance in the context of WCAG-EM") can be understood as redefining WCAG and that is not the intent. We could change to:
- "Issues of conformance" or
- "WCAG-EM conformance output" or
- "Conformance in the context of Evaluation" or
- "Your title here" :-)
