I think requiring evaluators to report their AT testing tools and
environments is entirely reasonable... Not sure that they should be required
to report testing tools like aviewer, wave, etc... but certainly which
screen reader they used...

I agree, we have done this one for italian government sites that
auto-evalutate themeself. This was a technical auto-evalutation conformance
model for WCAG 1.0 testing.
