Minor edits/typos in WCAG-EM

I commented on wording in the web form but thought consolidation would be
easier if typos were separate. 


** Evaluation Procedure
* Under Terms and Definitions:  
- Web page states
ancilliary should be ancillary  

* Step 1.e: Define Additional Evaluation Requirements (Optional):
- "For review" panel
Capitalization of september ... twice

- 1st paragraph after "For Review" panel:
evalaute  should be evaluate.

- Last  paragraph after "For Review" panel: (second sentence) 
needed should be needs. 

* Step 2.a: Identify Common Web Pages of the Website
- First paragraph
identfy  should be identify. 

* Step 3: Select a Representative Sample
- First bullet point after second paragraph
typcially  should be typically. 

- Sub-bullet  "Development tools being used " under penultimate bullet point
after second paragraph
constistent  should be consistent .

* Step 3.c: Include Exemplar Instances of Web Pages
- First paragraph

* Step 3.e: Include a Randomly Selected Sample

Please also note that all appendices are at heading level 3, same as each of
the procedures above, which makes them difficult to locate by heading
navigation.  ... Could there be a containing H2 for Appendices? Or change
the heading level for each appendix.
