A request was raised to reference the "Accessibility Responsibility Breakdown" resource currently being developed by the WAI-Engage Community Group from section 1.1:
 - <http://www.w3.org/community/wai-engage/wiki/Accessibility_Responsibility_Breakdown>

This particular resource is currently not stable and it is unclear how it may evolve so that we need to be careful about referencing it too heavily. However, there may be other WAI resources to be referenced. We need to explore other resources that may be worth referencing directly or from an appendix (potentially with input from EOWG).
