clarification on phone access (was Re: First Eval TF teleconference meeting on Thursday 18 August at 14:00-15:00 UTC)

Dear Eval TF,

Apologies if it was not sufficiently clear from my previous message but 
the default access to the teleconference bridge is through any phone. A 
(US) phone number and access code will be provided before the meeting.

Skype and similar VoIP products generally work well too. The SIP access 
described below is an alternative, cost-free option. SIP access seems a 
little more sensitive to external factors such as computer hardware and 
internet speed etc. but several people use it successfully.
