[Content-in-RDF] new editor's draft

Hi group,

please find attached a new editor's draft of Content-in-RDF.

I did some name changes:

Base64Content to ContentAsBase64,
TextContent to ContentAsText,
XMLContent to ContentAsXML,
doctypeDecl to dtDecl,
xmlEncoding to declaredEncoding,
xmlLeadingMisc to leadingMisc,
xmlRest to rest,
xmlStandalone to standalone,
xmlVersion to version.

I dropped the XMLDecl class and the xmlDecl property and changed the 
domains for the declaredEncoding, standalone and version properties 
accordingly.
