Updated EARL Requirements document

All:
I have attached an updated EARL Requirements document for your 
consideration, dated Apr 27. Changes include:
1. updated abstract to reflect EARL as a framework rather than a single 
schema/specification
2. updated status section to reflect more recent information about charter 
and scope
3. introduction - updated list to reflect that requirements refer to suite 
of documents rather than single specification (Shadi - pls filll in 
specific date of recharter)
4. Scope requirements:
- restated S01 to capture new scope of document
- switched S02 and S03, so that web accessibility, our primary concern, 
appears first in list
- added S04 to capture non-web contexts; note the 'may'
5. Design requirements - minimal changes for now, only to reflect new 
scope of doc
6. Feature requirements - minimal changes for now, only to reflect new 
scope of doc

Especially looking for feedback on D03 concerning reasonable time 
requirement and F04 on aggregation (as discussed in an earlier note).
