The intended use seems to be something like:

1.
<rdf:Resource ...>
   <dcterm:type rdf:resource="http://purl.org/dc/dcmitype/Software"/>
   <dc:title>foo</dc:title>
</rdf:Resource>

I'm not sure whether this is the same as

2.
<dctype:Software ...>
   <dc:title>foo</dc:title>
</dctype:Software>

I think

3.
<rdf:Resource ...>
   <rdf:type rdf:resource="http://purl.org/dc/dcmitype/Software"/>
   <dc:title>foo</dc:title>
</rdf:Resource>

would be the same as 2.
