As far as I know, "version" is not one of the Dublin Core elements. The closest things I find are the refinements "isVersionOf" and "hasVersion" of "dc:relation" (see http://dublincore.org/documents/dcmi-terms/). Have I overlooked something? Since I am new to this list and most of you don't know me, let me introduce myself. I am a member of the Research Group on Document Architectures (DocArch) of the Katholieke Universiteit Leuven in Belgium. In the last few years I have worked in accessibility- related (European) projects such as VISUAL and IDCnet. One of the outputs of VISUAL is an accessible web authoring tool (mainly for blind and visually impaired persons) that supports the creation of web pages that comply with WCAG 1.0. With this tool it is actually hard to create inaccessible web pages! DocArch contributed a simple accessibility checker (i.e. it checks only local pages that are loaded in the editor); this checker did not use EARL but an XML-based report format of our own invention. I am currently involved in the BenToWeb project, where I am responsible for the development of test suites for WCAG 2.
