test samples with primary/complexity attributes

Hi,

I had an action item

examples of test samples that use primary and complexity attributes.

The first version of the BenToWeb test suite used secondary rules to 
document validation issues:

(The June 2005 draft of WCAG 2.0 has no SC requiring valid code, so 
the secondary rule references another draft.)
