action items - Using TCDL

Hi,

I had a few action items with regard to "Using TCDL" [1] from the 
previous teleconference [2], so I have made the following changes:
- there is a new section with guidance with regard to content files; 
this can be referenced from the review document to avoid duplication;
- the document now says that location should refer to generated code 
whenever possible (including code generated by client-side script), 
to reflect a resolution from 13 February 2007;
- the document now says that expert guidance can be used to describe 
client-side user input that the test sample relies upon (cf. 
resolution 13 February 2007).
