TCDL: detailed description (draft)

Dear All,

One of the agenda items for today's (2 August) conference call is tools and 
metadata for the test samples. We will devote some of our time to a 
detailed discussion of the Test Case Description Language developed in the 
BenToWeb project. A rough draft of a specification for this language is 
attached, with my apologies for sending this so late.
