RE: W3C List of Evaluation Tools - more NOT accessibility eval tools

I also propose that the navigation tools and proofs of concept from TRACE in
2001:

  * Navigation Power Toys for IE (Andrew) -
http://trace.wisc.edu/world/doc_access/index.htm#nav-tools

should also be dropped from the listing of "Web Accessibility Evaluation
Tools"
