A (not very eloquent) draft introduction for the Notes describing the accessibility features of CSS, SMIL, SVG, and HTML4.0 is attached - words borrowed from the documents referenced, so feel extremely free to suggest better (simpler/clearer) wording. Anyway, its starts the discussion about what should be here.
