Here's my ideas about City Light editorial plan.
I attach also a pdf about possible layout that bears in mind the

Context
City Lights is a Web portal for useful information disclosing about  
city.
Services and infos are based on needs expressed by citizens with  
polls and questionnaires. The objective is to put citizen/user in the  
center of portal attentions.

Communication goal
Pay-off: "City Lights, the city I wish".
City Lights is a services and infos Web portal for users that want  
immediate aswers to their needs about community, business,  
entertainment.

Target
- community
- business
- entertainment

community:
residential citizens; they need infos and online services about  
government, e-government and city life.

business:
users that are in the city for business or work; they need infos and  
online services about congress centers, parking, healthy centers,  
shopping, shorcuts for downtown, etc.

entertainment:
users that want enjoy the city; they need infos and online services  
about concerts, cinemas, theatres, pub, etc.
