Hi, Potential agenda item. From: MURATA <eb2mmrt@gmail.com> Sent: Monday, August 7, 2023 7:25 AM To: George Kerscher <kerscher@montana.com>; Avneesh Singh <avneesh.sg@gmail.com> Cc: Hiroshi Kawamura <hkawa@atdo.jp>; Makoto MURATA <eb2mmrt@gmail.com> Subject: Fwd: Does WCAG apply only to English (or the like), or does it aim to cover all languages? George and Avneesh, Hello. I am writing this mail to request DAISY to raise a concern about WCAG 2.2. As I reported in the DAISY board meeting, there is an open issue <https://github.com/w3c/wcag/issues/2680> "Does WCAG apply only to English (or the like), or <https://github.com/w3c/wcag/issues/2680> does it aim to cover all <https://github.com/w3c/wcag/issues/2680> languages? <https://github.com/w3c/wcag/issues/2680> ", which is about WCAG 2.2. Unfortunately, despite this open issue, WCAG 2.2 became a Proposed Recommendation. This is a failure of the horizontal review system. WCAG people hope to introduce no changes to 2.2 but they would like to address this issue in future versions. However, I strongly want to address this issue in 2.2, since it is not at all clear if any version beyond 2.2 becomes an ISO/IEC standard. I18N WG plans to propose tiny changes, such as this one <https://github.com/w3c/wcag/issues/2680#issuecomment-1661985386> proposed by Richard Ishida. PLH suggested that some W3C member AC rep should post a concern on the Proposed Recommendation survey. Is it possible for DAISY to raise a concern? In the meantime, PLH tells me that it would be useful if an AC rep posted their concern on the Proposed Recommendation survey. This would make the issue more visible. Do you know someone who could do that? cheers, ri MURATA <mailto:eb2mmrt@gmail.com> 5 August 2023 at 04:23 Richard, Thank you for the status update. I am wondering if I should raise a formal objection or ask JP members (and even DAISY) to make comments on this issue in the vote. I hope that such actions are not needed but I have these options in mind just in case. In the meantime, Fuqiao will review all the comments related to this topic and come up with a proposal for a way to move forward, which the i18n WG will discuss in next week's meeting, and then with the WCAG folks. Thanks for raising the visibility of this issue. ri MURATA <mailto:eb2mmrt@gmail.com> 3 August 2023 at 02:14 (Trying again since I used an obsolete address.) Richard, It appears that the Accessibility Guidelines WG does not intend to address this issue before the publication of WCAG 2.2. https://github.com/w3c/wcag/issues/2680#issuecomment-1661985386 I do not understand the current W3C process very well. What does the I18N WG plan to do? Should I contact Japanese, Chinese, and Korean members of W3C? Regards, Makoto -- -- 慶應義塾大学政策・メディア研究科特任教授 村田 真
