As an older person, I would second her "guess". The learning wall represented by something like JAWS would really have to have some miraculous payoff before I'd try to learn it. We need to examine the incentives for learning this because unless it's really trivial we simply will never reach an audience who could use the Web to great effect. I'm not sure this is clear to people doing the sort of "testing" we've been discussing. Unless there's some near instant gratification, most people will not embark on the journey we seem to demand.
