Are we saying that this is all that's needed, that people don't need to read the rest of the document? Or is it simply a summary of the main points; in that case we should warn people that they need to read the rest. Perhaps another intro line, rather than "tips and advice" could be "Before you do anything (in haste)..." This section is also good as something people can send by email to other people to get them interested.
