The AB did some re-labeling and cleanup of the issues

Please check the ‘pulse’ at <https://github.com/w3c/w3process/pulse> if you would like to see the actions.  We closed some issues, transferred some, removed the Process2019 labels, added some Process2020Candidate labels, etc.

The pulse should indicate what we did, as part of this end-of-year cleanup.

Please let the group know if you have any concerns, objections, etc.  We will do a similar triage with the Process CG, possibly in email.
