New GH Issues filed as a result of AC Review, next steps

The AC review closed, and we have 25 in favor, two in favor with comments, and 1 abstain.

The comments are reflected in these four issues:

The AB meets this week and I will propose that they task us with doing any immediate small editorial fixes needed (but erring on the side of not changing anything, in case we introduce an error).  The rest we take into P2019.

We will be doing an editor transition for P2019.

My suggestion is that we do what we did last year; clean up:
* our issues database, making sure that issues are open/closed/tagged correctly
* editorial issues in the document

and then we propose P2019 candidates, and start work.  

I will propose issue 24, as we almost fixed that this year…
