anyone proposes -> TAG review and decision,
if any one of:
      TAG ‘yes’,
      x% of the AC write asking to override a TAG ‘no’ (same percentage as requesting an appeal?)
      no TAG action in 90 days from the request to the TAG
  -> AC ballot -> consensus formation as needed -> Director decision subject to AC Appeal

SZ: +1 with the requirement to do a public and chairs announcement when the proposal goes to the TAG.
