Updated Editor's draft

Hi,

I've pushed a new Editor's draft of the Process, incorporating all the
things I found as agreed.

Roughly:

Voting.
I started at the start of the section that voting would be by STV. This
also implies ranking - but there can still be ties. That simplified some
of the changes.

Member Consortia
I pretty much took the text.

Appeals
This is a big one. I pretty much took all the text, although there are a
couple of places i tried to harmonise it better

Supergroups - chartering to continue work
The text I ended up with is between Dave's and Steve's. In particular, for
example, instead of inventing lots of terms about reference drafts or
whatever I stated it as "for which an Exclusion Opportunity per Section 4
of the Patent Policy has occurred" or something like that, with links.

Obsoleting
I pretty much took the text as written.

I also changed the whitespace a lot, updated w3.org links to use https,
and did some similar invisible tweaking. I noticed a couple of errors, and
some weird things, but they won't cause huge issues if we don't fix them
all now.
